White Paper: “Smart European Energy Architecture”

5 October 2011 - Amsterdam The implementation of smart metering is crucial to the development of the European energy efficiency programs. The drive for lower-carbon emissions combined with greatly improved efficiency on the demand side will empower consumers to select automatically the suppliers that provide the best value-added services capable to offer outstanding consumer focused programs. Member states shall ensure the implementation of smart metering in order not only to meet the carbon emissions and renewable targets, but also to meet the energy efficiency target in which consumers will participate actively reversing the overall production to supply value chain.
Maher Chebbo, Chairman of the ESMIG EBSII working group presented this afternoon at a roundtable on “Structuring your IT and MDM system” in the frame of Metering, Billing/CRM Europe 2011 the report, with which ESMIG aims to promote the improvement and harmonisation of international standards, which support the interoperability of business systems that process metering data and initiate data transfer through the Advanced Metering Infrastructure.
The report contains definitions of market roles (actors) and the functionality of systems’ interactions (use cases) dealing with metering data at enterprise level as well as hardware and software architectures for business systems integration mainly based on the IEC 61968 series of standards developed for this purpose.
The use cases and architectures are defined in sufficient level of detail to serve as input for the European Standardisation Organisations in order to improve and complete their standards. These definitions will also serve as a basis for ESMIG members to demonstrate the interoperability of their solutions.
Version 2.0 of the report contains use case definitions for, among others, meter reading, consumer move / change supplier, installation and maintenance, tariff setting, demand response and monitoring network quality.
