The Military Mobility Package issued last week by the European Commission identifies the challenge outright: projected declining civil fossil fuel demand and refinery closures are creating new security of supply risks and import dependencies. Yet, it falls short of providing concrete solutions.
Liana Gouta stated: “The intention to promote increased production of Sustainable Fuels for aviation and maritime transport, including in dispersed production plants, to improve resilience and security is commendable. However, this should be part of a comprehensive strategy that supports fuel manufacturing across all transport segments, including road transport that will serve as a lead market.” She further added: “The goal to moderate security of supply risks and import dependencies during the low-carbon energy transition, requires to safeguard the competitiveness of the European fuel manufacturing industry. Business-conducive regulations and a long-term, stable outlook for civil demand for liquid energy will create the conditions to unlock investments for the gradual replacement of fossil fuels by renewable fuels”.
