S&Ds secure majority in environment committee for 90% emissions cut by 2040

The Socialists and Democrats Group have once again delivered on Europe’s climate ambition. Thanks to the leadership and bridge-building efforts of the S&Ds, the European Parliament’s environment committee today voted in favour of a 90% reduction in climate-harmful emissions by 2040, compared to 1990 levels. This marks a major milestone on the EU’s path to climate neutrality by 2050, giving citizens and businesses the long-term clarity they need to invest in a sustainable future.

This outcome would not have been possible without the S&D Group’s relentless efforts to build bridges and forge compromises across the Parliament’s pro-European political groups – ensuring a strong majority for ambitious climate action and sidelining the far-right climate deniers.

Javi López, S&D negotiator on the file, said:

“Today’s vote sends a clear signal: the European Union remains committed to climate leadership. Setting a 2040 target is essential to provide certainty for investment, innovation, and a just transition. The S&Ds have worked tirelessly to ensure that the 2040 goal reflects both ambition and social fairness – we want to protect our planet while ensuring no one is left behind. Our focus now must be on delivering the tools, funding, and industrial strategy needed to make this transition a success.”

Tiemo Wölken, S&D spokesperson in the European Parliament’s committee on environment, climate and food safety, said:

“This outcome is not as ambitious as we would have wanted – in line with the science, we advocated for 90% domestic reductions with international credits beyond that. But this deal is better than no deal; it’s better to have a binding commitment by 2040 than none. The Parliament has shown responsibility and unity in the face of climate scepticism and populism. We will continue to push for stronger measures, more investment in green jobs, and a fair deal for workers and communities most affected by the transition.”

The agreement reached today in committee will be put to the vote in plenary this Thursday.
