EU Budget discharge: ALDE is pushing for a new approach to the European budget

The management of the spending of the European Commission for 2014, amounting to 142.5 billion EUR, has been voted today by the Committee on Budgetary Control (CONT) of the European Parliament. Martina DLABAJOVÁ (ANO, CZ) is the rapporteur of the report on the 2014 Commission's discharge, where she seeks fundamental changes. "The overall approach to the use of European funds is that they should support European integration. Not only in terms of what the budget will be used for, but also according to what rules and criteria these costs will actually be spent for the benefit of EU citizens”, commented Dlabajová.
 
The main effort of M. Dlabajová, CONT Vice-Chair, is changing the way of looking at the European budget and increasing its flexibility in relation to the current needs of the EU. "Expenditures should target clear priorities which, if possible, refer to pan-European issues and not on purely national problems," says the rapporteur. The mere monitoring of formal criteria, according to Dlabajová, is totally inadequate for a comprehensive assessment of the efficiency and effectiveness of spending. "A stronger focus on performance and results, of course, doesn’t mean we should underestimate the legality and regularity of the process. The emphasis on compliance with legal and procedural rules should not be played down," she stressed.
 
The shift toward a more performance-oriented EU budget cannot be made in a single step. "Although my recommendations relate to the control of management spending for the year 2014, it should become a springboard for a continuous process of change and long-term efforts to change stereotypes," said M. Dlabajová. She added that the recognition of real effects of the EU funds, as measured by the relevant macroeconomic indicators, has nowadays become the subject of political discussions on EU budgetary policy. The EU environment has radically changed and especially now after the financial crisis, new topics, which it makes sense to deal with at the EU level as a whole, are opening. For example the energy union, the banking union, capital market, mobility or digital market. "The EU budget in the period under review unfortunately did not respond adequately to the acute problem of migration and the need to fight together against terrorism," concluded M. Dlabajová.

20140617_DLABAJOVA_Martina_CZ-15_002-web.jpgLe contrôle de l'utilisation par la Commission européenne des 142,5 milliards d'euros du budget de l'UE en 2014 a fait l'objet d'un vote  aujourd'hui en  commission parlementaire du contrôle budgétaire (CONT). Martina Dlabajová (ANO, Tchéquie), rapporteur pour la procédure de décharge 2014, s'est employé à imprimer  des changements fondamentaux de certains paradigmes. "L'approche globale de l'utilisation des fonds européens devrait devenir un aspect fort de l'intégration européenne. L'innovation principale dans le déroulement de la procédure de décharge doit consister à trouver un meilleur équilibre entre les questions budgétaires formelles et les évaluations fondées sur la performance et axée sur les résultats au profit des citoyens de l'UE ", a commenté Mme Dlabajová.

L'objectif principal de Mme Dlabajová, vice-présidente de la commission parlementaire, est de modifier  l'approche avec laquelle est évaluée l'utilisation du budget européen afin d'accroître sa flexibilité par rapport aux besoins de l'UE. "Les dépenses devraient viser des priorités clairement motivées, d'intérêt commun pan-européen plutôt que centré sur l'addition des intérêts nationaux", a-t-elle souligné. Une procédure purement formelle, selon Mme Dlabajová, "est tout à fait insuffisante pour une évaluation complète de l'efficience et l'efficacité des dépenses. Un accent plus fort sur la performance et les résultats ne signifie pas pour autant de sous-estimer la légalité et la régularité du processus. Le respect des règles juridiques et procédurales ne doit pas être minimisé ", a-t-elle ajouté.

Cette évolution vers un budget communautaire axée sur la performance ne se fera pas d'un coup. "Mes recommandations portent sur le contrôle des dépenses de gestion pour l'année 2014, mais mon rapport entame  un processus de long terme  pour changer nos paradigmes actuels", a remarqué M. Dlabajová. Elle s'est félicitée que l'estimation des effets réels de l'utilisation des fonds européens, mesurée par des indicateurs macro-économiques pertinents, devienne un des axes politiques  d'évaluation de la politique budgétaire de l'UE. L'environnement de l'UE a radicalement changé depuis la crise financière et de la dette souveraine, entrainant l'ouverture au niveau de l'UE de questions telles que la Communauté de  l'énergie, l'Union bancaire, les marchés des capitaux, le marché numérique. "Malheureusement, pendant cette période, la même évolution n'a pas affecté le budget européen  qui ne s'est pas adapté aux nouveaux besoins, comme la politique d'asile et d'immigration et la lutte contre le terrorisme qui manquent cruellement de moyens", a conclu Martina Dlabajová
