CEEP at Intergroup meeting on “The new Treaty and the lack of specific regulation on Services of General Interest”

CEEP is very glad to have the Treaties and the Protocols as fundamental Primary law basis concerning future policy and legislation on SGEIs, said Rainer Plaßmann, Chairmann of the CEEP-Committee on Services of general interest, taking the floor at the Public Services Intergroup meeting on “The new Treaty and the lack of specific regulation on Services of General Interest” in Brussels on 30th May 2011.

Nevertheless, CEEP is of the opinion that these primary law provisions have to be filled with content in order to use them as political guidelines and not just as a collection of ideas for Sunday’s speeches.

CEEP therefore has started an action among its member sections in all Member States to check the legal situation of SGEIs in the respective States and to compare this situation with the European rules. In a parallel approach CEEP, together with its members, will interpret those provisions and if necessary illustrate them with examples from the national circumstances.

In a further step, CEEP will analyse whether or not the current conditions on SGEIs are well enshrining a sound frame as SGEIs.
Finally, CEEP will assess sectoral legislation in the fields of SGEIs in the light of the before mentioned interpretation of the new primary law.

CEEP is ready to cooperate with all institutional or political stakeholders in shaping a solid legal frame for SGEIs.
