Youth guarantee scheme should secure real rights

The European Parliament voted a text today asking the European Commission and the Council to create a so-called "youth guarantee" mechanism.

 

 

French GUE/NGL MEP Patrick Le Hyaric said: "This project would create a new system ensuring that every young European was offered a job, access to training or the possibility to return to university no later than four months after leaving school or losing a job.

 

 

"This objective is of interest provided the Commission endows it with specific financial resources. But to date, the Commission is satisfied with promising a vague redeployment of funds from the European Social Fund within the framework of current budgetary restrictions.

 

 

"While supporting the resolution presented by MEP Bérès, members of the GUE/​​NGL group urge the Commission and the European Council to dedicate a sufficiently financed specific fund to create a true "youth guarantee" which would secure the future of Europe's youth by guaranteeing them real rights to qualified, adequately paid and stable employment and social security, the right to housing, and the establishment of an "autonomy allowance" mechanism in the context of a European minimum wage.

 

 

"With these objectives as a basis, the GUE/NGL group will contribute to the realisation of this kind of project together with young people, their associations and unions."

Le mécanisme "Garantie Jeunesse" devrait garantir des droits réels aux jeunes

"Le Parlement européen a voté ce mercredi 16 janvier 2013 un texte demandant à la Commission européenne et au Conseil de créer un mécanisme baptisé "Garantie Jeunesse".

 

Ce projet viserait à créer un dispositif nouveau de telle sorte que chaque jeune européen soit assuré de se voir proposer un emploi, ou des accès à des formations, ou le retour à l'université au plus tard dans les quatre mois suivant sa déscolarisation ou une perte de travail.

 

Cet objectif est intéressant à condition que la Commission en prévoit les moyens financiers spécifiques.

 

Or, à ce jour elle se contente d'un vague redéploiement de crédits du Fonds social européen (FSE) dans le cadre des restrictions budgétaires.

 

Tout en soutenant la résolution présentée par Mme P Bérès, les députés du groupe GUE-NGL demandent avec insistance à la Commission et au Conseil européen de dédier un fonds spécifique suffisamment important pour créer une véritable "Garantie Jeunesse" sécurisant l 'avenir des jeunes européens, avec des droits réels à l'emploi qualifié et stable  et correctement rémunéré; à une sécurité sociale, au droit au logement,  et  la mise en place d'un mécanisme "d'allocation  autonomie" dans le cadre d'un salaire minimum européen.

 

C'est à partir de ces objectifs que le groupe GUE-NGL va apporter sa contribution à la réalisation d'un tel projet en lien avec les jeunes, leurs associations et leurs syndicats."
