S&Ds propose measures to boost jobs and inclusion in rural areas (FR below)

S&Ds want the European Union to take measures to stop the constant loss of farming jobs: between 2005 and 2014 almost one quarter (-23.6%) of agricultural labour input was lost in the EU.

Today the all-party agriculture committee in the European Parliament backed the proposals of S&D MEP Eric Andrieu on how the Common Agriculture Policy (CAP) can improve job creation in rural areas. 

The author of the parliamentary report Eric Andrieu MEP said:

“When the new CAP comes into force in 2020, we expect that the funding for farming (first pillar) will be at least maintained, while other aspects of rural development (second pillar) are further developed, such conservation of biodiversity, agro-tourism and other activities.

"The CAP, by encouraging the intensification of production and concentration of farms, had a negative impact on employment in rural areas. The new CAP will have to regain its legitimacy and meet the employment challenge. It should focus, through direct support, on small and medium-sized farms, which account for 79% of farms and are the most successful in terms of employment." 

S&D spokesperson on agriculture Paolo de Castro said: 

“Since the early days of the European Union, agriculture policy has played a crucial role to ensure food security, to support the economy in rural areas and also as a social stabilising factor. It should still play this role, so we need to modernise it and adapt it to the current challenges through a serious and ambitious mid-term review. 

"In order to respond to the current scenario of prolonged crisis and to the serious impact on employment, the CAP has to be granted with sufficient funding in order to continue fostering employment, promoting the sustainable development of agriculture and ensuring that rural areas retain their appeal. Only then can we guarantee the sustainability of the European model of farming, together with its environmental and social dimension."

 

Les eurodéputés S&D proposent des mesures pour stimuler l'emploi et l'inclusion dans les zones rurales

Les eurodéputés S&D souhaitent que l'Union européenne prenne des mesures pour arrêter la perte constante d'emplois dans le secteur agricole: entre 2005 et 2014 près d'un quart (-23,6%) de la main-d'œuvre agricole a disparu dans l'UE.

Aujourd'hui, la commission de l'Agriculture du Parlement européen a soutenu les propositions du socialiste français Eric Andrieu sur la façon dont la politique agricole commune (PAC) peut contribuer à créer des emplois dans les zones rurales.

L'auteur du rapport parlementaire, Éric Andrieu a déclaré:

"À l'entrée en vigueur de la nouvelle PAC en 2020, nous nous attendons à ce que le financement de l'agriculture (premier pilier) soit au minimum maintenu, tandis que d'autres aspects du développement rural (deuxième pilier) soient développés, par exemple: la conservation de la biodiversité, l'agro-tourisme et d'autres activités.

"La PAC, en encourageant l'intensification de la production et la concentration des exploitations, a eu un impact négatif sur l'emploi dans les zones rurales. La nouvelle PAC devra retrouver sa légitimité et relever le défi de l'emploi. Elle devra se concentrer, par un soutien direct, sur les fermes de petites et moyenne taille. Le Porte-parole du groupe S&D sur l'agriculture Paolo de Castro a ajouté:

"Dès le début du projet d'Union européenne, la politique agricole a joué un rôle crucial pour assurer la sécurité alimentaire, pour soutenir l'économie dans les zones rurales et aussi comme facteur de stabilisation sociale. Elle peut encore jouer ce rôle, nous avons donc besoin de la moderniser et de l'adapter aux défis actuels lors de la révision à mi-parcours. Cet exercice devra être sérieux et ambitieux.

"Afin de répondre à la situation actuelle de crise prolongée et à ses répercussions sévères sur l'emploi, la PAC doit recevoir un financement suffisant pour maintenir l'activité et promouvoir le développement durable de l'agriculture. Elle doit aussi continuer à veiller à ce que les zones rurales conservent leur attrait.  Alors seulement nous pourrons garantir la pérennité du modèle européen de l'agriculture, ainsi que sa dimension environnementale et sociale."
