European globalisation adjustment fund: a strong signal for an active social policy

The economic crisis which is hitting employment hard within the EU requires a strong European response adapted to the diverse situations within Member States and the varying employment conditions concerned. With this in mind the European Parliament during its plenary session in Strasbourg tomorrow will review the European globalisation adjustment fund. Despite warnings by the European Parliament the eligibility criteria, in place since the creation of the EGF in 2006, have proven too rigid whilst social policies multiply throughout Europe and unemployment continues to increase.

"While lowering the threshold at which the fund can intervene when workers lose their jobs by 1000 to 500, and including the subcontractors in this calculation, and by raising from 50% to 65% the potential share of Community financing, the new eligibility criteria respond better to the situation on the ground and therefore the concerns of the people", noted Ona Jukneviciene (Independent, Lithuania), ALDE co-shadow rapporteur during the debate. "The essence of this text is that it puts emphasis on re-training, re-integration of employees at the time they lose their jobs. We insisted in our various debates on this issue that the workers, thanks to training, and with assistance to create a company or an assessment of their competences can immediately benefit from this money in order to find work", she added.

Jean-Marie Beaupuy (MoDem, France) also co-shadow rapporteur for ALDE added "The creation of the European globalisation adjustment fund is the only substantial project taken by the Barroso Commission during its mandate in the social domain. In the current context, which is likely to last several months, its reinforcement is vital. With €500 million available, this fund, adding to action already taken at national and local level could help thousands of Europeans victims of the present crisis. This act of solidarity, supported by the European Union, is a strong signal on the eve of the European elections on June 7."

Fonds européen d'ajustement à la mondialisation: un signe fort pour une politique sociale active
La crise économique qui affecte durement l'emploi au sein de l'UE exige une réponse européenne forte et adaptée à la diversité des situations dans les Etats membres et les différents bassins d'emploi concernés. C'est le sens de la révision du règlement portant création du Fonds européen d'ajustement à la mondialisation sur laquelle se prononcera demain le Parlement européen, réuni en session plénière à Strasbourg. Les critères d'éligibilité retenus en 2006 à l'époque de la création du FEM - malgré les mises en garde du Parlement - s'avèrent en effet trop rigides alors que les plans sociaux se multiplient à travers l'Europe, en même temps qu'une montée rapide du chômage de masse.

"En abaissant de 1000 à 500 le seuil de travailleurs licenciés à partir duquel le Fonds peut intervenir, en incluant les sous-traitants dans ce calcul, et en portant de 50 à 65% la part potentielle du financement communautaire, les nouvelles critères d'éligibilité répondent mieux à la situation du terrain et donc aux préoccupations des gens", s'est félicitée Ona JUKNEVICIENE (Indépendante, Lituanie), co-rapporteure fictive de l'ADLE, lors du débat public. "La plus-value essentielle de ce texte est son aspect très actif dans le domaine de la requalification, de la réinsertion, de la réintégration des salariés au moment où ils vont perdre leur emploi. Nous avons insisté dans nos différents débats pour que les travailleurs, grâce à des formations, à l’aide à la création d’entreprise ou à des bilans de compétences,.... puissent immédiatement bénéficier de cet argent afin de retrouver un emploi", a-t-elle ajouté.

Pour Jean-Marie BEAUPUY (MoDem, France), autre rapporteur fictif de l'ADLE, "la création du Fonds d'ajustement à la mondialisation est la seule initiative d’envergure prise par la Commission Barroso durant son mandat dans le domaine social. Dans le contexte actuel, qui risque malheureusement de durer plusieurs mois, son renforcement est une urgence. Avec 500 millions d’euros disponibles, ce fond, s'ajoutant aux actions entreprises au niveau national et local, pourra aider des milliers d’Européens, victimes de la crise. Cette action de solidarité, voulue par l’Union européenne, est un signe fort à la veille des élections du 7 juin."
