ACCA collaborates with the Ministry of Finance of Kazakhstan to support IPSAS implementation

ACCA (the Association of Chartered Certified Accountants) and the Ministry of Finance of Kazakhstan (MoF) have launched an important initiative to further support the implementation of International Public Sector Accounting Standards (IPSAS) in the country.

Kazakhstan is the first country in the CIS region to adopt IPSAS directly and become a benchmark in IPSAS adoption in the Central Asian region. ACCA is committed to the accountancy profession in Kazakshtan and wider CIS region, including the upskilling of public sector financial professionals.

A public auditor in Kazakhstan now needs to be certified internationally to progress to a new career pathway with the Government of Kazakhstan. This new HR policy is being rolled-out across the public sector in 2021.

ACCA will be offering ACCA’s Certificate in International Public Sector Accounting Standards (CertIPSAS) in Russian to government officials, and the initiative also includes a special focus on training the trainers who will teach the CertIPSAS to other government officials. Already, over 400 government officials in Kazakhstan have been trained and registered for the CertIPSAS Russian with plans for further expansion across all the public sector in Kazakhstan planned this year.

Berik Nazhmidenov, Chairman of the Internal State Audit Committee of the MoF says: ‘This large-scale project with ACCA and the Academy of Public Administration under the President of Kazakhstan is an important step in Kazakhstan’s IPSAS implementation journey, allowing public sector government officials to update themselves to an internationally recognised level. As ACCA is well-known for its qualification and commitment to supporting excellence in public sector financial management, with their assistance we believe that our employees can obtain appropriate professional knowledge and skills to serve the public interest and become good trainers for the sustainable adoption of International Public Sector Accountancy Standards.’
