
Culture Compass: progress for artists and democracy. Now action is needed

The Socialists and Democrats welcome the European Commission’s ‘Culture Compass for Europe’, presented today in the European Parliament by Commissioner Glenn Micallef. It finally delivers on long-standing S&D demands for a comprehensive and strategic EU cultural framework for the 2028-2034.
The Culture Compass places culture at the centre of Europe’s democratic, social, economic and external policies, recognising it as a public good and a strategic resource for resilience, cohesion and innovation. We are pleased to see strong commitments to artistic freedom, cultural and linguistic diversity, and a fair digital and AI transition.
The S&D Group particularly welcomes the commitment to improve the situation of European artists, through a European Artists’ Charter, a long standing request to support fair working conditions, fair pay and solid social protection.
Hannes Heide, S&D MEP and coordinator in the culture committee, said:
“The Culture Compass is a victory for all those who believe that culture is essential to Europe’s democracy and social justice. For the first time, we finally have a comprehensive cultural strategy with concrete measures.
“While we regret that the Commission did not propose legislation, the inclusion of the EU Artists’ Charter is still a meaningful step forward. It sets out clear principles for fair working conditions, transparent remuneration, and access to social protection – all long-standing priorities for the European Parliament and the S&D Group.
“The Compass also rightly highlights culture’s dual importance: it is both a powerful economic engine and a vital democratic safeguard. Europe’s cultural and creative sectors generate billions in value and millions of jobs, but they also protect what is most under pressure today – artistic freedom, cultural diversity, and an open, resilient democracy. Recognising and defending this role has never been more urgent.”
Anna Catarina Mendes, S&D vice-president responsible for culture and youth, added:
“For years, S&Ds has been pushing for fair conditions for artists, accessible culture for all, and strong safeguards for diversity – and these priorities are now firmly on the EU agenda. Now we must ensure proper funding and concrete rights for the people who create Europe’s cultural heartbeat.
“We look forward to working with all institutions to turn these commitments into real improvements for people on the ground.”
