BudapestMemorandum ry — a non-profit civic organization registered in Finland — will officially launch the global civic initiative “Light Up Ukraine” on December 5, 2025.
This campaign combines art, technology, and collective memory, transforming every
citizen’s participation into verifiable points of light that together form a symbolic map of rebuilt trust.

I. Why Start from Budapest — Promises Fade on Paper Unless We Write Them in Public Memory
 
On December 5, 1994, Ukraine surrendered the world’s third-largest nuclear arsenal in exchange for security assurances from the US, the UK, and Russia.
The Budapest Memorandum once symbolized the triumph of reason over fear. That promise has since been broken, and the words on paper have turned to dust.
 
BudapestMemorandum ry seeks to rewrite public memory — to turn that historic pledge into something verifiable and participatory.

II. About the Organization — Turning Memory into Measurable Civic Action
 
BudapestMemorandum ry is a non-profit civic organization registered in Finland, uniting citizens, artists, and technologists under humanitarian, non-partisan, and long-term values.
It transforms the broken promise of the Budapest Memorandum into verifiable public memory and measurable civic action — through blockchain documentation, visual storytelling, and public participation.

III. Light Up Ukraine — Light the Same Goal on the Same Map
 
“Light Up Ukraine” is the organization’s first global civic initiative.
The map of Ukraine is divided into 9,400 coordinate tiles (echoing the 9/4 signing date). Participants can light a tile for €10, generating a uniquely numbered and timestamped digital certificate linked to an on-chain record of the original Budapest Memorandum.
 
All light points together form a newly illuminated map of Ukraine — a collective symbol of restored trust and shared testimony.
This is both a donation and a verifiable public record, connecting personal action with public narrative.
 
Funds go directly to verified Ukrainian rebuilding channels — supporting infrastructure, medical aid, and education.
All records will be compiled into a “Civic Trust Ledger,” forming a transnational archive beyond political boundaries.
 
IV. Invitation for Collaboration
 
BudapestMemorandum ry invites developers, artists, media partners, and humanitarian organizations to collaborate in building a network of trust illuminated by citizens.
The project will extend into the #ChainOfLight challenge — a 15-second video relay campaign paying tribute to and continuing the spirit of the 1989 Baltic Way, linking hands once more through light and chain-based record.
