ACER confirms Gas Infrastructure Europe (GIE) as Registered Reporting Mechanism (RRM) under REMIT

On 15 February 2016, the Agency for the Cooperation of Energy Regulators (ACER) confirmed the status of Gas Infrastructure Europe (GIE) as Registered Reporting Mechanism (RRM) for fundamental data reporting of Storage System Operators (SSOs) and LNG regasification System Operators (LSOs) under the Regulation on Energy Market Integrity and Transparency (REMIT). GIE will facilitate the reporting of Fundamental Data for SSOs and LSOs and for SSOs on behalf of market participants to ARIS, ACER’s REMIT Information System. This service is available to GIE members as well as to SSOs or LSOs that are no members of GIE.

The Agency’s assessment led to the conclusion that the GIE has completed all stages of the RRM registration process and complies with the requirements to become an RRM pursuant to Article 12(1) of REMIT, Article 11(1) of Commission Implementing Regulation (EU) No 1348/2014 and the RRM Requirements. GIE can therefore be registered as RRM and be listed in the list of RRMs on the REMIT portal at: https://www.acer-remit.eu/portal/list-of-rrm.
GIE’s assigned RRM ID is B0000887W.BE.

REMIT requires that information related to the capacity and use of facilities for gas storage and LNG facilities, including planned or unplanned unavailability of these facilities (“fundamental data”) should be reported to ACER. Article 9(7) and 9(3) of the REMIT Implementing Acts set out uniform rules for the reporting of fundamental data for SSOs and LSOs, respectively, as of 7 April 2016.

Optionally SSOs can report market participants’ fundamental data on their use of storage facilities through GIE, according to Article 9(9) of the Implementing Acts.

GIE has worked closely with ACER for developing the fundamental data reporting schemes for SSOs, LSOs and market participants using storage or LNG facilities, using GIE’s current voluntary publications of AGSI+ (storage) and ALSI (LNG) as starting points.

GIE will continue improving its AGSI+ and ALSI platform for providing useful public data on the aggregated use of storage and LNG facilities to the market and stakeholders. Consistency with REMIT reporting is ensured through the use of a single data source from SSOs and LSOs.
