On 17 December 2013 Emmanuel Forest, Bouyges SA, E2BA President, signed the Energy Efficient Buildings (EeB) contractual Public Private Parnership (cPPP) in the presence of Neelie Kroes, EC Vice President and Commissioner for the Digital Agenda. A financial envelope from the European Union budget of EUR 600 million is allocated for the EeB cPPP for the next seven years under H2020, the new EU programme for research and innovation, whilst the construction sector and related industry committed themselves to continuing investing in Research, Demonstration and Innovation activities, and more important to leverage the investments in this field by a Factor 4.

“Customisation is key for Europe”, said Emmanuel Forest during the Roundtable on expected impact of the cPPPs. E2BA and its members are ready to continue the path of turning energy efficiency into sustainable business in the coming years. The link with customers will continue to play a central role in E2BA strategy, investments will be leveraged by a factor 4 and new and green jobs will be created through RDI activities across Europe. Director of the Industrial Technologies Directorate, DG Research and Innovation, Herbert Von Bose said that further funds could be raised at local, regional and national level through synergies with the Structural Funds for the period 2014-2020.

MEP Maria da Graça Carvalho, Committee on Industry, Research and Energy, who hosted together with the Energy Efficiency Buildings Association (E2BA) an event at the European Parliament in Brussels on April 23, said that the European Parliament appreciates the PPP model as it has a significant leverage effect on investments, strong industrial commitment, and uses the same rules of H2020. The European Parliament welcomes any improvement in respect of simplification, transparency, openness to new comers, and increase in SMEs participation.

The signing ceremony took place during the Information Days of the Reasearch PPPs in Brussels on the 16 and 17 of December 2013. In the occasion, the European Commission launched eight contractual Public Private Partnerships (cPPPs) of strategic importance for European industry. The eight contractual Public-Private Partnerships are Factories of the Future (FoF), Energy-efficient Buildings (EeB), European Green Vehicles Initiative (EGVI), Sustainable Process Industry (SPIRE), Photonics, Robotics, High Performance Computing (HPC), and Advanced 5G networks for the Future Internet (5G).
