The European Parliament today postponed the discharge for two EU agencies for the financial year 2009. Monica Macovei is the EPP Group Shadow Rapporteur for the discharge of all EU agencies ('discharge' is the approval of how the EU institutions implemented their budget in that financial year and the closure of that budget).

The EPP Group wants more clarity on the 2011 stress tests on the EU banking sector and wants guarantees from the European Commission to prevent a repetition of 2010, when the stress tests failed to restore confidence in the EU banking sector.

Discharge 2009: Parliament calls for more efficiency for itself. Ville Itälä MEP

The European Parliament today adopted the Report and granted the discharge of the European Parliament's budget for 2009 with a large majority, on a proposal by Rapporteur Ville Itälä MEP.

In his Report, Mr Itälä highlighted the need to find the most cost-effective ways of using financial and staff resources, including possible savings. Some of the recommendations adopted concern the travelling between the three places of work and the Parliament's security.

"We have set out a clear message for the European Year 2012", said Martin Kastler MEP who is the European Parliament Rapporteur on the European Year 2012.

Calling proposals to establish a common register for lobbyists for EU institutions "a small step towards more openness", GUE/NGL MEP Søren Søndergaard today told MEPs that tighter, mandatory rules were needed to ensure transparency.

Debating a Commission plan to allow member states to temporarily reintroduce border controls in the Schengen area, GUE/NGL MEP Rui Tavares (Portugal) said that "we cannot and must not put Schengen to one side; this would be damaging to the European Union."

Cloning - Commission's scaremongering tactics on WTO confirmed in leaked Council document

After the long and failed negotiations on new kinds of food, including meat from cloned animals, rapporteur for the European Parliament, Kartika Liotard (GUE/NGL, Netherlands) revealed a "secret" document from the Legal Service of the Council of Ministers that stated that a ban on products from clones and their offspring is actually defensible under WTO rules.
